Instances/nodes can announce an own capacity. Without "proof of storage" we cannot trust them not to drop posts instead of storing them.
But to prevent them taking over a large part of the keyspace, additionally to limiting the max number of vservers we need to limit the max capacity.
Could be tied to "% of total keyspace" or "number of users on the instance", although the latter cannot be verified.
